Secretary of Energy Charles Duncan announced the new organizational structure, effective from October 1, 1979. The reorganization of several functional bureaus of the Ministry of Energy has been in the works for several weeks and has aroused widespread and mixed comments. It is said that the task of the new minister is to strengthen the implementation of the President's directives and create a good working order in the Ministry of Energy.
